The premises operated as something similar before
Similar is not the same. Use classes are defined, and moving between them is a change of use. The previous approval attaches to the previous use, not to the building.
You assume parking is settled because the building exists
Parking is assessed against the use through the applicable code. Taking over premises approved for a different one can create a shortfall on paper, and meeting the Acceptable Solution is what keeps the application simple.
Discretionary sounds like a formality
It means the application is advertised, representations can be made, and the decision is appealable. That is weeks of programme and a genuine outcome risk, not a procedural step.
